Will this cable transmit data at usb 3 speeds?

BEST ANSWER: I'm pretty sure that if the Type-A end is plugged into a USB 3.0 or 3.1 port and the type-C end is plugged into USB 3.0 or 3.1 it will max out at the theoretical speed of 5 gbps or around 640 megabytes per second. If your devices support USB 3.1 they won't be able to achieve it's theoretical max speed of 10 gbps. Like wise if the devices plugged into the cable only support USB 2.0 then you'll only achieve 480 mbps or around 60 megabytes per second.
A simplified answer to your question would be Yes as long as your devices and ports support USB 3.0. The cable can't give you the speed of USB 3.0 unless it's plugged into a a USB 3.0 or 3.1 port/device and backwards compatible only means that you can still transfer data using this cable on older USB ports/devices but only at those older ports/devices maximum speeds.
USB standards are a little convoluted and confusing so I hope this helps a little. I wish it was as simple as "If the plug fits then it's USB X.X" but it's not. Maybe someday.

It does have the required 9 pin USB 3.0 compatibility. When attached to my USB 3.0 external HD (Western Digital 1TB My Passport), it reads and writes 4X faster plugged into a USB 3.0 port than when attached to USB 2.0 ports on my computer. 165 MB/s vs 40 MB/s.

Does this support file transfer/debugging between a phone and PC? Some cables do not and I was wondering if this one did.

Works well, reasonable price.
I have purchased this cable in multiple lengths and colors. No more arguing who the cable belongs to. Everyone gets their own color. I like the braiding because I can reach into my bag and by touch know it is a USB-C versus a micro-USB.

Good cable, large end
Cable seems durable and has fine performance. Be advised that the plastic covering on the USB-C end is pretty wide I had to file down the end a little to make it fit with my phone case.
