Would this work with a Samsung TV with optical audio out to a Bose mini II speaker that has a standard 3.8 mm AUX jack?

BEST ANSWER: No.
BUT -
This is a digital optical cable to digital optical. You DO need this cable, but in addition you need to convert the digital to analog, which requires a digital to analog converter known as a DAC or D/A converter, with optical (or TOSLINK) input. The output of that device will likely be stereo RCA jacks, AND you'll need a cable to convert those plugs as shown below.
So you need 3 things - this cable (Toslink to Toslink), a digital to analog converter, and a RCA to 3.5mm mini jack cable

No. I'm not aware of a "3.8" mm size jack, (typo)?
A 3.5 mm yes, but this Toslink cable is being used as an optical out from an AVR to a portable Sony CD player that has an optical input. The Bose spkr would need an optical input as well and that is something speakers I'm familiar with don't have. You will need an adapter to plug in the optical end into an aux 3.5mm jack, assuming such a thing exists.

If the Bose Mini II accepts OPTICAL AUX in, then yes, but I do not believe that it does. The AUX input is analog only, so far as I can tell. This cable is optical only and does not have a DAC to convert the audio to electrical analog audio.

I have a JBL sound system currently connected to my iMac via the headphone jack. My TV has a Toslink input and I would to connect the JBL to that set. Currently the input to the computer is a 3.5 mini jack, the left and right channel are split to the speakers. 4 speakers and a subwoofer. Is this all I need to make this work?

BEST ANSWER: You probably have figured this out by now, but it depends on the JBL. My guess is that the output in the JBL you are using is a standard analog headphone type jack and this would not work. The jack on the JBL has to be digital capable. I'm pretty sure you could connect the iMac to the TV using this...

Digital out from Airport Express
Inexpensive way to connect an Airport Express to a dedicated DAC for Airplay 2 use. My setup is stationary, theres no stress on the mini Toslink end. Works perfectly, and no dropouts even after a couple hundred hours listening. Perfect!
