After reading through the manual, it looks like HDBaseT outputs only support 4K@60hz 4:2:0. Is this a limitation of the receiver or a limitation of the transmitter? If its a limitation of the Receiver, are there plans for a firmware upgrade for them or a new hardware version that supports 4K@60hz 4:4:0?

Were not sure if its a specific part of the kit to both sides that are causing the limitations but there are currently not any upgrades we are planning to make on this specific kit so it could accommodate HDR color through the HD Base T connections.

Is it possible to get the IP Command Set for this unit so I can integrate with "Roomie Remote" System over Ethernet? The manual lists serial commands but not IP commands.

is there a firmware update available for this matrix? I am having trouble with new Roku Ultra connection. I am not able to see it and it makes the Roku factory reboot, menu comes up then goes back to factory reboot

Plug and play (kind of) has compatibility issues
The system is easy to setup but some of our displays do not like the signal from this system. We verified cabling etc. the issue only follows the displays. They work fine with 3rd party interface between the Blackbird components and display. I used a scan converter for one display and a generic HDMI splitter for the other. Tech support was not very helpful and only offered RMA repair option. I don't think it is defective I think it is compatibility issue. For the price I can't expect more I guess.
