I don't understand why this is freeze protection from 39F to 54F ... when water freezes at 32F?

BEST ANSWER: The outlet will turn power on to your heat cable that is plugged into it when the temperature gets down to 39 degrees. It will remain on until the temperature gets back up to 54.

I understand sometimes things like this happens but should have guaranteed with product. How do I go about getting 2 that are in working order?

I purchased 2 and neither one works. I tried in outlet and they did not work. Then I plugged in ceramic heaters directly to same outlet and heaters worked. I retried freeze protection outlets and still don't work.
