BEST ANSWER: Your question has two parts with mostly yes for the answers.
It will definitely serve as an OTG adapter assuming the cables have the data pins connected etc..
While USB hubs are supported by OTG keep in mind that OTG has more power limitations than modern computers. If the hub is unpowered and it or any of your devices are older or high power the setup may not work.

Product is fine and works. My only heartburn is that the shipping cost was more than the product cost. But I had no choice - it is not available in the local electronic stores at any price. Our supposedly "efficient" free market system doesnot seem to be very efficient.

I've used these before and they work fine.
I knew it would work fine I've used these before. Unfortunately the partner cable (Monoprice 6ft 28AWG VGA & USB (A Type) to M1-D (P&D) Cable - Black) was not as it appeared in the picture. As a result, I was unable to solve my cabling problem. I'm in the process of returning both items.

Saved the day
With all family members having various devices and such we All need lots of types of adapters. I got these along with gender changers. A-B. A-A B-B micro B type C etc. Bought (6) of each. Gave wife some extras, she works for tech company, (visiting V.P. ) bit of a fit: Company wide search No-one has an adapter? Wife on the scene; Presents to V.P. (YES) Finally someone. She (VP) sent wife and I a nice fine dining gift card.

Inexpensive useful gadget
Picture is accurate, same connection in each end which is what I needed to hook up my cell phone, that doesn't have a USB port on it except on the charging cord, to a non-air printer. Arrived in 6 days. Great price, ordered 3 to give to my kids that have home office gadget drawers.
