The bars for the back of the TV only reach the 200MM mark in height. The 400MM is the width of the wall bracket. It's still a good mount, so I will keep it for a smaller screen.
PROS: Built-in level on wall bracket!
CONS: May not fit all screens in its specified range. Check your measurements and screen specs carefully.
The two rectangular cutouts are perfectly sized to fit an electrical outlet inside them. I brought power up the wall and was hoping to hide the power outlet behind the tv. I held up the in-wall old work box to the holes and low-and-behold it fit. I cut the hole installed the box and wiring and fit a recesses outlet into it. I also had purchased an HDMI over cat 5 adapter (#6177) which I installed into the other opening. It stuck out a little bit because it is a bit oversized to fit in an old work box.
I now have a tv that is "free floating" with no wires showing and a neat and elegant solution for getting HDMI signal to it.

Just one word of advice for anyone with a 32" or bigger Vizio. Check the mounting holes on the back of the TV. If they are 17" or wider you don't want this mount. My 32" Vizio holes were just a 1/2" to wide. I had to bend the bracket that mounted on the TV a little bit on each side to get it to BARELY fit.
Use your own level instead of the built in level for final mounting (it is fine for drilling pilot holes).
PROS: Inexpensive, easy to mount, sturdy
CONS: The built in level is not accurate enough. Using it resulted in a crooked display. It's not super noticeable, particularly if you tilt forward
Didn't have M4 screws for my TV (Vizio E400) but the screws for mounting the base worked fine.

CONS: Difficult to lock the TV in place
Pretty close to the wall, so hard to connect cables if the connections are in the middle of the TV's backside
